That crude out of place pipe looks a bit orange to me although I can’t imagine why. I think the Thomas Jefferson quote above must have done it. He didn’t try to enrich himself in public service. How times have changed.
I think it is a gopher periscope.

Perhaps the periscope of a subterranean submarine. Though sub-marine means under water, so I don’t know what to call an underground one.
